This update only affects end-users who have PHP code (e.g. .phtml and .php
files) on their websites. PHP 4.4.0 is backwards-compatible with version 4.3.x and should not require any modifications to existing PHP code.

The Fee Calculator Calculates PayPal service fees and charges so you’re prices will be adjusted accordingly, that is for $98 per year the PayPal price would be $101.23 instead of the $98 for a check payment. That makes for less of a nightmare in calculation of things, if the price is the same for each server.
